The 4^th regular meeting of 2^nd JSUAA-US board started at 20:55pm EDT via Skype. Mr. Xu Hongqing, president of the 2^nd JSUAA-US board called on the meeting.

 

At the beginning, Mr. Quan Li made a report about JSUAA annual meeting. The annual meeting is held once a year every March or April hosting by a local alumni association. An alumni association in Jiangsu and one out of the province will hold the meeting every other year in turn. The meeting in the last year was held by Shandong Alumni Association and this year by Changzhou Alumni Association. About 90 people from more than 30 local alumni associations attended the meeting and Mr. Fan Ming, the secretary of the CPC committee of JSU attended the meeting also. One of the main meeting objectives is to recognize excellent alumni associations and individuals in year 2011. JSUAA-US was elected as one of the excellent alumni associations. All efforts made by JSUAA-US to promote JSU image internationally and to deepen the relationship between alumni and JSU were highly evaluated. However, it is a little bit shy that JSUAA-US could not send a representative to the meeting for the recognition. The meeting also invited Hangzhou Alumni Association of Zhejiang University, Changzhou and Shanghai Alumni Associations of Hefei University of Technology to share their successful experience on the alumni work. Both Hangzhou Alumni Association of ZU and Shanghai Alumni Association of HUT have full time staffs working on the general alumni work. It is expected that each alumni association will become a conversation channel and a communication platform between alumni and university. Alumni associations and university will support each other.

Mr. Quan Li also represented that JSU would like to ask JSUAA-US to support JSU for talent (advanced professional staff) recruiting from overseas. JSU has a meeting at the end of last year to discuss how to recruit high level talents to reinforce its faculty. JSU will make great effort to recruit talents from overseas especially from US. It will not be limited on the full time positions. All realistic ways would be considered. For example, only working in campus for 3, 4 months or even 1, 2 months per year also would be considered because communication is no more a problem with advanced networking and multi-media technologies. The focus will be on the team building and leading technique development. We would like to see more and more youth talents leading in their research areas in the world will be interested in JSU. Therefore, the leaders in JSU and HR department expect that JSUAA-US will play the most important role to introduce JSU to universities and research organizations in US. JSU has made an implementation draft and forwarded it to JSUAA-US board for reviewing. The key items of the plan are as follows, 1. Form an agent to recruit high level talent in US, utilizing JSUAA-US as a platform to advertise, search and recruit. Hire 1-2 full time staffs at volunteer base or salary base, if budget allowed. 2. In those mega cities or high population states open some liaison offices to promote academic exchange and talent recruiting. 3. In some states establish some talent service station to support exchange program including short and long term visiting. The message is clear that people are the most important asset for the university and for JSUAA-US, assisting JSU on recruiting high quality talents is the most efficient way to contribute to JSU.

He Youzhi made financial report. Our main income comes from dividend of Amazon online purchasing. We are looking for more alumni and their friends to do online shopping through JSUAA-US website. 2011 tax return completed.

He Zhaoming explained that many alumni will not mention or report to JSUAA-US when they go back to China. We need to develop stronger relationship between association and alumni.

Yao Xiaoxia and Rui Zhenhua briefed facebook group participating status. We have total 24 alumni registered but it is not very active. LinkedIn is another platform for alumni communication. We have more than 100 alumni registered in LinkedIn. It is suggested that mitbbs.com is one of the best websites for overseas Chinese. We will apply for a section at mitbbs.com for JSUAA-US alumni.

Xu Jianzhong started the preparation for the next reunion. California and Texas are the most considerable candidate states. It is very helpful if we have some warmhearted alumni in the host city. All board members agreed that the reunion should combine the family entertainment to reduce our pressure on gathering members. It is also suggested to have more local gathering to develop alumni relationship.

Wu Xiaosheng assisted some visit groups from JSU for their study and visit in US. He also helped colleagues in JSU for international paper submission and correction.

Xu Hongqing introduced the notice from JSU about back-to-school celebration plan for 30^th and 20^th anniversaries of graduation. We have passed the message to all alumni in US with email. So far Xu Hongqing, Ni Chaoying and He Youzhi indicated their interest to attend the activity. We try to contact all alumni who possibly will go back to China during that time to form a JSUAA-US mission.

The third regular meeting of 2^nd JSUAA-US board started at 20:19pm EST via Skype. Mr. XU Hongqing, president of the 2^nd JSUAA-US board called on the meeting.

(Before the formal meeting, XU Jianzhong pointed out  that the notice for the third board meeting was too short  and he suggested sending out the notice earlier in the future, at least two weeks prior to the meeting, to improve the attendance.)

1.    XU Hongqing summarized JSUAA-US activities since last board meeting. The biggest event were donation for the JSU anniversary and participation  in the ceremony of JSU anniversary. We succeeded in  collecting more than $5,000 donation money to JSUAA from JSUAA-US members. All the donation money  has  been forwarded to JSUAA. As JSUAA-US delegation members, LIN Shengming, ZHOU Jiachun, LIANG Daming and LIU Xinxiang attended the anniversary ceremony on Oct 28. LIN Shengming delivered the congratulation speech representing JSUAA-US. XU Hongqing made  a video  message of the congratulation to JSU on behalf of  all JSUAA-US members. Mr. XIA  Li, friend of JSUAA-US, donated a calligraphy masterpiece for the Jiangsu University anniversary.

GAO Lei has taken over the chief editor position for JSUAA-US newsletters. The 6th issue of the newsletters in 2011 has been published on time with more colorful images.

The Amazon advertising dividend becomes a very steady and firm income source for JSUAA-US financial resources.

Alumni NI Chaoying, GENG Zheng and XU Hongqing hosted a visit group of four people from JSU for the guidance of a three-hour short tour in Washington DC. WU Xiaosheng and XU Jianzhong hosted a delegation of four people from Medical School of JSU.

Comparing with other organizations/associations, JSUAA-US has many very active and passionate members although the total number of JSUAA-US members is not big.

2.    WU Xiaosheng could not attend the meeting because he was traveling. But he submitted a short report by email and explained his member recruiting effort. GAO Lei and WU Xiaosheng have been making great efforts to contact the alumni from the Medical School to join JSUAA-US. XU Jianzhong volunteered to update the spreadsheet of the JSUAA-US members.

3.    HE Youzhi reported the financial status of JSUAA-US. Very few expenditure items are shown in our account – one for GENG Nan’s funnel and one for the donation wire transfer to JSUAA.

Thanks to GAO Lei’s great idea to introduce the Amazon Advertising Dividend program and for CHEN Xiaolan’s nice job to design the program on  our JSUAA-US website. Now the Amazon Advertising is the greatest stable income source for our association. Amazon usually pays out the dividend after two months of purchase. We have received August dividend in October and September one in November.

Two expense items will be claimed by XU Hongqing – XU Hongqing paid a 2-year web maintenance charge about $80 and courier charge about $20 for the calligraphy delivery.

The website ownership needs to be changed (working with LIU Juhua).

We need to update the email mailing list to be more accurate so that the most of our members will receive the information from JSUAA-US. XU Hongqing, HE Yuzhi, XU Jianzhong and many other alumni have made great efforts to promote Amazon Advertising Dividend program. If we can get 1/3 of our alumni to be involved in this program it will make big difference.

4.    GAO Lei explained that we need more support from all our alumni to submit articles to the newsletters. He asked all board members to make an example. RUI Zhenhua suggested adding more useful information such as job opportunity, contact information update etc. into a special column in the newsletter.

5.    XU Jianzhong suggested that we will start to discuss the 3^rd JSUAA-US reunion including location, date etc. in June, 2012.

6.    RUI Zhenhua explained the social network development effort among JSUAA-US members. A Facebook group has been established around September, 2011, but so far only about 20 alumni registered. XU Jianzhong suggested that we can submit a monthly report via the group email list to get more impact from members as well as posting the report on the JSUAA-US website. XU Jianzhong also suggested HE Youzhi to post the Amazon Advertising Dividend report on the website.

7.    All participating members discussed to apply for the excellent alumni association and excellent alumni candidates. They all agreed that JSUAA-US should apply for the excellent alumni association award and recommended alumnus, NI Chaoying as the excellent alumnus candidate. However, the original application deadline was passed. XU Hongqing contacted JSUAA and applied for a deadline extension and his application was approved.

耿南校友安息追思礼在丹佛举行

 

二零一一年十月一日，江苏大学美国校友耿南女士的追悼会在Lafayette, Colorado的Avalon殡仪馆隆重举行。耿南女士的丈夫刘举华校友、耿南的大女儿南希、小女儿简米，耿南的哥哥和姐姐、以及近百位耿南举华的朋友、同事和校友，怀着沉重的心情共同缅怀和追忆耿南短暂而充满活力的一生。序曲“奇遇恩典”及花长灿牧师的宣召庄严肃穆，举华对爱妻的生平介绍令人动容，南希对妈妈的往事回顾催人泪下。来自丹佛地区的美国校友马唯真、顾廸淳、黄建春、邓昕、罗冬碧及夫人，以及Alabama的朱海英（王建定夫人）、New Hampshire的桑少彤、Minnesota的许建中，共九位校友代表江苏大学美国校友会出席了追悼会，并向耿南敬献了美国校友会的花篮。其中许建中代表校友致悼词，桑少彤校友作为耿南的大学同学及近三十年的朋友，与大家分享了对耿南美好印象。最后，在遗体告别仪式后，追悼会正式结束。

The second meeting of 2^nd JSUAA-US board started at 9:17pm EDT on September 17, 2011 via Skype. Mr. Xu Hongqing, president of the 2^nd JSUAA-US board called on the meeting and he requested each board member to have a brief report on his/her assignment.

 

1.    Wang Jianding reported that 2 issues of JSUAA-US newsletter were published during last three months. Because of the busy schedule on his company activities, Wang Jianding asked Dr. Gao Lei to be the successor of chief editor from the next issue and Dr. Gao has accepted the request.

2.    He Youzhi reported JSUAA-US financial status. To promote alumni donation to our association, He Youzhi explained proposal about awards to the most active company and personnel on the donation to our association. The Amazon dividend program in JSUAA-US website goes very well. Thanks for all alumni, their relatives and friends who shopped at Amazon via JSUAA-US website. Special thanks to Mr. Xu Hongqing’s wife, Ms. Chen Xiaolan for her excellent job to setup the website Amazon interface. Considering the financial income of our association in the future, alumnae Ms. Wang Mingxia spent a lot of time to study how we can apply for an organization to get tax benefit to donors. It is very hard to change our current organization to a tax exempt organization with tax deductible to donors. There are two possible ways to receive tax deductible benefit to donors, one is to establish a professional organization under our association but it looks that currently we have not reached such high level yet. Another way is to establish a scholarship foundation but the money in it can only be used inside USA and all scholarship candidates have to be selected based on a very strict process.   

3.    Ms. Yao Xiaoxia reported internet platform development for alumni communication. Mr. Rui Zhenhua and Ms. Yao Xiaoxia did a lot of research on this issue. They have set up the Facebook platform and currently about 5, 6 people are keeping interesting in it. Because many of our alumni are in age 40s to 50s and they are not very familiar with the Facebook, yet the Facebook is too open with less privacy in some cases, we need to find some better ways to promote people to utilize such useful tool, for example, can we pick up certain topics in a period and ask our alumni to be involved in it as much as possible? Meanwhile, to develop a communication network inside our website will cause potential high maintenance cost and capacity problem. So we need everyone’s idea to improve this area.

4.    Mr. Lin Shengming reported preparation on JSUAA-US delegation to JSU anniversary. Mr. Lin Shengming contacted Quan Li in JSU. JSU asked us to submit the detailed delegation member list and planned to have a representative from JSUAA-US to give a short speech in the anniversary ceremony. JSUAA-US needs to prepare a draft for the speech. JSU is asking all alumni to make a donation to JSU at 109RMB/alumnae for its 109 anniversary. Mr. Xu Hongqing will send out a notice to JSUAA-US alumni and Mr. He Youzhi will be responsible for collecting all donations. Mr. Xu Jianzhong suggested that this year we can concentrate on the donation to JSU anniversary so no request to our members for donation to JSUAA-US.

5.    Special thanks to Dr. Gao Lei for his continuous support to our newsletters, his acceptance as chief editor for the newsletter and his suggestion for Amazon dividend program. Mr. Xu Jianzhong suggested that Dr. Gao Lei’s wife, Ms. Wang Xiaoxia should be more involved in our JSUAA-US activities and we expect that she will do many things for our association.

6.    There is a concern that our webpage is not updated quick enough to attract more readers. Asked all board members to be more involved to maintain our website being active. Will contact Mr. Jia Canchun for current network maintenance error issue.

7.    Mr. Lin Shengming requested Dr. Gao Lei to ask alumni from Medicine School to participate JSU anniversary.

8.    Mr. He Youzhi suggested again asking Mr. Xu Jianzhong to take charge in the third JSUAA-US reunion preparation. Mr. Xu Jianzhong suggested that we should discuss the reunion location and date within the board members first. We should make sure that at least 2/3 of the board members will attend the reunion.

9.    Mr. Xu Hongqing appointed Mr. Lin Shengming as the head of JSUAA-US delegation to JSU anniversary and all members agreed.

       你也许早已通过其它途径获知，我们的母校江苏大学将于在金秋十月将举行隆重的校庆活动。提起校庆，大家一定还记忆犹新，前一段时间，许多美国校友参与了一场对江大校庆名称的热烈讨论。我们的讨论引起了母校的强烈关注。母校认真听取了美国校友的建议。经过反复斟酌，母校最后将此次活动更名为“江苏大学组建十周年暨办学一百零九周年”庆祝活动。这一决定充分肯定了校友们对母校的关心和爱护。

学脉绵延，弦诵不辍。从肇始于1902年的三江师范学堂到1978年被国务院确定为全国88所重点大学之一的镇江农业机械学院，从1998年转制到江苏的原国家机械工业部部属高校江苏理工大学到2001年经教育部批准，同处镇江一市的江苏理工大学、镇江医学院、镇江师范专科学校合并组建的江苏大学，109年的沧桑励洗，10年的励精图治，学校事业蓬勃发展，办学实力显著增强。学校的国家重点学科、国家科技成果奖、国家教学成果奖、教育部长江学者特聘教授、国家杰出青年基金、新世纪百千万工程国家级人选、国家级工程技术中心、国家级创新团队、全国百篇优秀博士学位论文等不断实现突破，学校的高水平大学建设不断取得新进展。

　　春华灼灼，硕果累累。伴随着我国高等教育事业的蓬勃发展，2011年金秋时节，江苏大学将迎来组建10周年暨办学109周年华诞。这是江苏大学发展史上一个新的里程碑。在这欢乐喜庆的日子里，江苏大学近50000名师生员工，谨向长期关心、支持江苏大学事业发展的各级领导、海内外校友、社会各界人士和朋友们致以崇高的敬意和衷心的感谢！

“十二五”期间，南京聚焦“人才第一资源、教育第一基础、科技第一生产力、创新第一驱动力”，明确提出走“创新驱动、内生增长、绿色发展”之路，为此制定出台《关于聚焦“四个第一”，实施创新驱动战略，打造中国人才与科技创新名城的决定》和配套的8项重点计划，紧抓“人才引领、科技创业”和“制度先试、园区先行”两大关键举措，全力推进中国人才与科技创新名城建设，争创中国人才特区。在8项重点计划中，“南京321计划”处于核心地位，即5年内大力引进3000名领军型科技创业人才，重点培养200名科技创业家，努力集聚中央“千人计划”创业人才100名。

During the National Twelfth Five-Year Plan period, Nanjing focuses on “talents as the primary resources, education as the primary foundation, science as the primary productivity, and innovation as the primary driving-force”, chooses a pathway that is based on innovation, internal development, and environmental sustainability, and implements the key measures of “inviting the technical and managing talents to lead the development, initiating techno parks and institutions to support them".  The City Council has made a suite of plans to attract high tech talents by building techno parks and provide supportive measures.  We have initiated the Nanjing 321 Strategy which is designed to attract 3000 Leading Entrepreneurial and High-tech Talents, promote 200 High-tech Entrepreneurs, and gather 100 Start-up Winners of “the Recruitment Program of Global Experts” within five years.

为落实“人才引领、科技创业，制度先试、园区先行”关键举措，大力集聚一大批海内外领军型科技创业人才，制定领军型科技创业人才引进计划。

一、工作目标

以战略性新兴产业、现代服务业发展和重点产业转型升级为导向，从2011年起，用5年时间，引进3000名领军型科技创业人才，其中，海外留学归国创业人才1000名、港澳台及外籍创业人才1000名、国内高层次创业人才1000名。

二、引进对象

具有硕士以上学位或副高以上职称，且符合下列条件之一：

（一）国际国内某一学科、技术领域内的学术技术带头人，拥有市场开发前景广阔、高技术含量的科研成果；

（二）拥有独立自主知识产权或掌握核心技术，技术成果国际先进国内领先，具有市场潜力并能进行产业化生产；

（三）具有海内外自主创业经验，熟悉相关产业领域，能带技术、带项目、带资金来（在）宁创业。

其中，下列人员可直接列入引进对象：

（一）中国科学院院士、中国工程院院士，国家“千人计划”特聘专家、江苏省“双创计划”入选者；

（二）在世界500强企业担任中级以上职务或中国500强企业担任高级职务的专业技术人才和经营管理人才；

（三）在国外著名高校、科研院所担任相当于副教授以上职务的专家学者；

（四）全国“985”、“211”高校和在宁高校、科研院所的教授、研究员。

特别优秀的，一事一议。

三、创业方式

在我市科技创业特别社区（创新创业人才特别集聚区）、高新区、开发区（工业园、科技园、创新街区）及各类科技企业孵化器中创业，主要创业方式为：

（一）初创式。由海内外领军型科技创业人才来（在）宁自主创办企业，或以技术成果作价和自带资金入股投资为主、社会资本参股共同创办企业；

（二）嫁接式。由本地企业引进海内外领军型科技创业人才，受聘担任引进项目负责人以上职务，且持有股份或享有期权。

四、扶持政策

（一）企业初创扶持

经评审入选的创业项目，分为重点扶持项目和扶持项目。

1、入选重点扶持项目的，给予200万元创业启动资金，提供不少于100平方米工作场所和不少于100平方米人才公寓，三年内免收租金；根据项目需求，提供不低于300万元的创业投资和不低于300万元的融资担保。

2、入选扶持项目的，给予100万元创业启动资金，提供不少于100平方米工作场所和不少于100平方米人才公寓，三年内免收租金；根据项目需求，提供不低于150万元的创业投资和不低于150万元的融资担保。

3、技术成果入股投资的，可按不高于注册资本70％作价入股；增资时，技术成果入股投资比例不作限制。申领企业法人营业执照时，企业法人资格和企业经营资格登记可相对分离。

（二）科教特色扶持

4、高校、科研院所领军型科技人才离岗来（在）宁创业的，三年内保留个人身份和职称，三年后可在我市作相应安排，或协调回原单位工作。

5、协调在宁高校、科研院所每年拿出50个教授、研究员岗位，定向提供有意向且符合条件的入选者。

6、整合在宁高校、科研院所图书资料、研发平台和公共技术服务平台向入选者开放，相关费用给予补贴。

7、建立创新创业导师团，由两院院士和知名专家组成创新导师团，由成功企业家和科技创业家组成创业导师团。

（三）金融财税扶持

8、社会创投机构投资期限超过2年的，按其投资总额的1%给予奖励。投资发生损失的，按实际投资损失的30%给予风险补偿。

9、给予提供融资担保业务的社会担保机构年累计担保额2.5%的补贴。

10、开展知识产权质押贷款，依据知识产权的评定，分别给予50万元、100万元、200万元的贷款。

11、推行科技保险保费补贴制度，给予30%—50%的保费补贴。

12、企业获利之日起三年内，企业所得税市以下留成部分给予全额奖励。

13、入选者首次在我市购买自住商品房的，视同南京户籍市民，不受有关限购政策限制，并按企业注册之日起五年内，个人所得税市以下留成部分给予全额补贴。

14、符合有关政策规定进境的部分科研设备和合理数量的生活自用物品，免征进口税收，或给予全额补贴。

（四）生活配套服务

15、为入选者及配偶、子女办理“南京蓝卡”，给予相关市民待遇及特殊政策，其中：

①港澳台及外籍入选者，直接办理相应期限的居留签注或许可；符合条件的外籍入选者，直接办理《外国人永久居留证》。

②为入选者提供补充医疗保险及免费健康体检和疗养；入选者及配偶、子女在指定医院享受医疗绿色通道服务。

③适龄子女接受义务教育的，免试免费就近安排公办学校入学；确需跨学区的，由教育主管部门妥善安排，免收相关费用。接受学前教育的，在公办幼儿园就近优先安排。接受高中教育的，减免学杂费。就读国际学校或国际班的，按公办教育生均经费标准给予补贴。

④凭有效期内的本人国（境）外机动车驾驶证件，可直接申领国内机动车驾驶证。

五、组织保障

（一）在市人才队伍建设和科技创新工作领导小组领导下，成立领军型科技创业人才引进计划专项办公室，办公室设在市人社局，负责统筹协调和具体实施工作。

（二）市人才队伍建设和科技创新工作领导小组定期对各区县、部门和园区目标任务完成情况进行考核，实行一票否决。

（三）建立领军型科技创业人才引进计划网站，实行常年在线申报、定期集中评审。在市人才服务中心增挂领军型科技创业人才引进计划创业服务中心牌子，提供一站式、零收费服务。

（四）实行市、区县和部门领导与本计划入选者挂钩服务制度。

（五）本计划由市人才队伍建设和科技创新工作领导小组负责解释。此前规定与本计划精神不一致的，以本计划为准。

（六）本计划具体实施办法另行制定。

 

Program for Attracting Leading Entrepreneurial High-Tech Talents

 

To gather a galaxy of leading entrepreneurs and high-tech talents from home and abroad, the Program for Attracting Leading Entrepreneurial High-Tech Talents is formulated by implementing the key measures of “inviting the technical and managing talents to lead the development, building techno park and other infrastructure to support them".

 

I. Objective

Oriented towards developing the strategic emerging technical and service industries, and transforming and upgrading pillar industries, we expect to attract 3,000 entrepreneurial high-tech talents by the end of 2015, including ~1,000 returned overseas students, ~1,000 from Hong Kong, Macao, Taiwan and foreign countries, and 1,000 high-caliber talents in mainland.

 

Ⅱ. Qualifications

The target talents of the program are those with Master`s or higher degree, or associate professor or higher title, and meet one of the following qualifications:

1. Leaders in relevant science and technology area in the world who have the research achievements with high technology content, broad application, and high market potential.

2. Owners or main developers of proprietary intellectual property right or the core technology with internationally advanced and domestically leading research results of great market potential and possibility of industrial production.

3. Having independent startup experience in China and beyond. Familiar with hi-tech industries and able to bring technology, projects, funding, and investment to start business in Nanjing.

Those meet following qualifications will be considered immediately:

1.                  Member of Chinese Academy of Sciences, Chinese Academy of Engineering, professionals included in the national “The Recruitment Program of Global Experts” or people listed in Jiangsu “Innovative and Entrepreneurial Talent Program”.

2.                  Technical and management talents with middle-level or above managing experience in Fortune 500 companies or senior professional position in China’s top 500.

3.                  Scholars and specialists with associate professor title or above in established universities and research institutes of other regions and countries.

4.                  Professors and researchers in “985” and “211” Universities or Nanjing local universities and research institutes.

Exceptions can be made for other outstanding talents.

 

Ⅲ. Entrepreneurial Approaches

Talents can start business in the special community of technology startup (special cluster of innovative and entrepreneurial talents), high-tech zone, development zone (Industrial Park, Techno Park and Innovative Blocks) and various incubators of technology enterprises in the following ways:

1.                  Startup

Leading entrepreneurial high-tech talents from home and abroad can start business independently in Nanjing, or they can invest their technological results and capital in a joint venture, which they jointly establish with other private funds.

2.                  Grafting

Leading entrepreneurial high-tech talents can serve as project manager or higher-ranking managers in local companies with holding shares or options.

 

Ⅳ. Supporting Policies

1.                  Startup Support

The startup projects selected after review process will be further divided into key projects and regular projects.

(1) Key projects will be provided with the startup fund of RMB 2 million, working space of no less than 100 square meters and an apartment of no less than 100 square meters, rental-free within 3 years. According to the requirements of the project, they are entitled to startup investment of no less than RMB 3 million and loan guarantee of no less than RMB 3 million.

(2) Regular projects will be provided with startup fund of RMB 1 million, working space of no less than 100 square meters and an apartment of no less than 100 square meters, rental-free within 3 years. According to the requirements of the project, they are entitled to startup investment of no less than RMB 1.5 million and loan guarantee of no less than RMB 1.5 million.

(3) Technology results can be converted into capital stock no higher than 70% of the registered capital. In case of investment increase, there is no limitation to the proportion of shares converted from technology results. When applying for the Business License for Legal Person, the business legal person qualification and management qualification can be registered separately.

 

2. Scientific and Educational Support

(4)  Talents from universities and research institutes who start a business in Nanjing will retain their previous academic position and professional titles within three years. We will make arrangements for them in Nanjing or help them return to their original organization after 3 years.

(5) We will coordinate universities and research institutes in Nanjing to spare 50 posts of professors and researchers for intended and qualified talents.

(6) We will integrate library materials, research platforms and public technology service platforms of Nanjing`s universities and institutes and give access to the selected talents. Subsidies will be provided for incurred cost.

(7) Innovation and entrepreneurship mentor group will be established. Academicians of CAS and CAE will sit in the innovative mentor group. Successful entrepreneurs and technology entrepreneurs will also be the enterprising mentor group members

 

3.                  Financial Support

(8) Venture capitals invested for over two years will be rewarded with 1% of the total investment volume. For those experiencing losses, risk compensation worth 30% of the actual investment losses will be provided.

(9) Loan guarantee companies will be subsidized with 2.5% of the annual accumulative amount guaranteed.

(10) IPR mortgage loans of RMB 0.5 million, 1 million and 2 million will be granted in accordance with the IPR assessment.

(11) Technology insurance premium subsidy, which is 30%-50% of the premium, will be provided.

(12) The local retained portion of the corporate income taxes would be totally refunded to the enterprises in the first 3 years since the companies make profits.

(13) The selected talents will be treated as Nanjing citizens without restrictions when purchasing their first residential housing for their own dwelling. The local retained part of the personal income taxes would be totally subsidized in the first 5 years since the enterprise is registered.

(14) The imported research equipment that conforms to the policy regulations and a reasonable amount of personal daily necessities will be exempted from import taxes or given full subsidies.

 

4. Supportive Living Services

(15) The selected talents , their spouses and children will be offered the Nanjing Blue Card, a card providing them citizen privileges and other special policies as follows:

①The selected talents from Hong Kong, Macao and Taiwan as well as foreign           countries will obtain residence endorsement or permit immediately and eligible    foreigners will immediately obtain the Foreigner`s Permanent Residence Card.

②Those selected are entitled to supplementary medical insurance and                         free physical checkup and recuperation services; Their spouses and children will           enjoy together with themselves VIP Green Channel Services in designated            hospitals.

③Education in public schools in their neighborhood will be offered without either examination or charge to the school-age children of the selected; if     the children really need to attend schools in another neighborhood, it will be properly handled by competent education authorities without charge. For those children         of the age for preschool education, they will be arranged to attend local public kindergartens. Tuition fee for senior high school students will be reduced or exempted. Students attending international schools or classes will be subsidized with average per student expenditure for public school students.

④Those holding valid overseas driving licenses can directly apply for China’s            Motor Vehicle Driving License.

 

Ⅴ. Organization Guarantee

1. Under the leadership of the Municipal Leading Group for Talent Team Building and Scientific and Technological Innovation, we will institute the Program Office for Attracting Leading Entrepreneurial High-Tech Talents. The Office, placed within the Municipal Bureau of Human Resources and Social Security, will be in charge of overall coordination and specific implementation of the program.

2. The Municipal Leading Group for Talent Team Building and Sci-tech Innovation will conduct regular examination and assessment over task fulfillment in all districts, counties, departments and techno parks, and in          this regard the veto-by-one-vote system will be employed.

3. A program web site for attracting leading entrepreneurial high-tech talents will be set up so as to accept on-line application year round and conduct review at regular intervals. The function of Business Service Center for Attracting Leading Entrepreneurial High-Tech Talents will be added to the Municipal Talent Service Center to provide one-stop and zero-charge services.

4. We will work out a system to tie municipal, district, county and department       leaders with those selected talents to guarantee services.

5. The Municipal Leading Group for Talent Team Building and Sci-Tech Innovation is responsible for the interpretation of this document. If there should be any deviation from this document in previous ones, this document shall prevail.

6. Detailed implementation measures for this document will be compiled separately.

科技创业家培养计划

 

为落实“人才引领、科技创业，制度先试、园区先行”关键举措，培育一批具有示范引领作用的科技创业主体，制定科技创业家培养计划。

一、工作目标

2011年起，用5年左右时间，培养200名在相关领域开创技术新路径、商业新模式、产业新质态，成为高新技术产业或现代服务业领军人物的科技创业家。

二、培养对象

入选国家和省市重点人才计划，且具备下列条件：

（一）具有国际化视野和持续创新能力，拥有核心自主知识产权，技术成果在国内外处于领先地位；

（二）项目有良好的市场前景，初步具备规模生产、实现产业化的条件。

列入国家“千人计划”和南京“领军型科技创业人才引进计划”的，优先入选。

三、培养措施

1、项目产业化过程中，流动资金不足的，提供总额不低于1000万元的融资担保，并按当年实际还贷额度和银行贷款基准利率，给予贷款贴息；引入社会创投资金的，市创投资金可按30%—50%匹配入股；进入企业加速器或中试基地的，两年内免收场地租金。

2、参照执行国家高新技术企业税收优惠政策，企业所得税差额部分由地方财政给予全额补贴。

3、市级各类产业和科技经费中，对列入本计划的企业实行单独列项和单独评审，给予重点支持。承担省级以上专项的，按上级财政资助额1:1的比例配套奖励。

4、新建市级“三站三中心”等的，给予20—100万元资助；新建省级以上“三站三中心”等的，按上级财政资助额1:1的比例给予配套奖励。

5、制定自主创新产品目录，实行政府定制或首购首用制度；参加财政性资金采购招投标的，在评审中给予适当加分。

6、入选者及企业团队核心成员和科技领军人才首次在我市购买自住商品房的，视同南京户籍市民，不受有关限购政策限制，并按入选或引进之日起五年内，个人所得税市以下留成部分给予全额补贴。

7、实行一人一档、一企一策，聘请成功企业家和科技创业家担任创业导师，聘请知名咨询机构和科技服务机构提供专业化服务。

Program for Fostering High-Tech Entrepreneurs

 

The Program for Fostering High-Tech Entrepreneurs is formulated as follows in order to develop a number of pilot and leading high-tech entrepreneurs by implementing the key measures of “inviting the technical and managing talents to lead the development, building techno park and other infrastructure to support them”,

 

I. Objective

By the end of 2015, to cultivate 200 leading high-tech entrepreneurs in the hi-tech or modern service sectors who can create innovative technological approaches, business models and new industrial landscapes.

 

II. Program Candidates

The candidates of this program should be included in national, provincial and municipal talent programs. Additionally, they must meet the following requirements:

1. The candidates should be equipped with global perspective and sustainable innovation capacity, possess intellectual property rights for key technologies, and have gained cutting-edge technological achievements domestically and aboard;

2. Candidates` projects should have broad market prospects and preliminary requirements for mass production and commercialization are met.

Those listed in the national “The Recruitment Program of Global Experts” and the “Program for Attracting Leading Entrepreneurial High-Tech Talents” of Nanjing will be chosen with priority.

 

III. Cultivation Measures

1. No less than RMB 10 million loan guarantee will be provided to companies owned by the 200 leading high-tech entrepreneurs with inadequate liquid capital during the commercialization process and subsidies on interest payment will be provided according to the repayment amount and benchmark interest rate of bank loan in that year; if venture capital is introduced, 30% to 50% of that amount will be allocated from the municipal venture capital as shares to the specific project; business premises rental will be exempted in the first two years for those included in the Enterprise Accelerator or Intermediate Test Base. First two years is rental-free in the Enterprise Accelerator or Pilot Test Base.

2. According to the national preferential tax policies, the corporate income tax is 15% for high and new technology enterprises while 25% for others. For newly-operated hi-tech enterprises before identification and designation as high and new technology enterprises enjoy 15% income tax and the balance will be subsidized by the local fiscal budget.

3. In allocating all sorts of municipal industrial and sci-tech expenditures, companies owned by the 200 leading high-tech entrepreneurs will be prioritized through separate consideration and review. For those taking on provincial and national special projects, each will be awarded a prize equivalent to the financial support from superior authorities.

4. RMB 200 thousand to one million will be provided as financial assistance to those who build municipal “Three Stations and Three Centers”, and for those who build provincial and national “Three Stations and Three Centers”, each will be awarded a prize equivalent to the financial support from superior authorities.

5. A catalogue of independent innovation products will be documented. Systems will be put in place to ensure that the products are custom made for the government and first purchased and used by the government; if any such product participates in bid for purchasing by government budget, bonus points will be granted in bid assessment.

6. The selected talents, core members of corporate teams, and leading sci-tech talents will be treated equal to Nanjing citizen without restrictions when purchasing their first residential housing for their own dwelling. Since the day of being selected or recruited, the amount of local retained personal income tax will be refunded in total in the first five years.

7. The system of One Profile for One Person and One Policy for One Company will be adopted. Successful and sci-tech business leaders and entrepreneurs will be invited to be mentors of startup businesses. Moreover, well-known consulting institutions and sci-tech service institutions will be employed to provide professional services.

8. The full amount of training and transportation expenses will be supported for those selected attending entrepreneurship training courses domestically and aboard.

 

IV. Organization Guarantee

1. Under the leadership of the Municipal Leading Group for Talent Team Building and Scientific and Technological Innovation, the Program Office for Fostering Scientific and Technological Entrepreneurs will be instituted under the Municipal Committee of Science and Technology, and the office is responsible for overall coordination and specific implementation of the work.

2. We will work out a system to tie municipal, district, county, and department leaders with those selected candidates for the program so as to guarantee services.

3. Local government and related departments should closely follow up with the operation performance and project progress of the enterprises list in the program in quarterly reports and devote every effort to implement the policy and service work in order to be qualified in annual assessment system.

4. The Municipal Leading Group for Talent Team Building and SciTech Innovation is responsible for the interpretation of this document. In case of discrepancy between the document and the previous ones, this document shall prevail.

5. Detailed implementation measures for this document will be compiled separately.

“硅谷中美科技第一展”的美誉， 其中 “赢在苏州”创业大赛将是硅谷高创会的主要内容之一，目前已获得了中国苏州市的独家冠名赞助。

武汉市市长唐良智已明确表示将组团参加，在硅谷对接光谷。苏州市已明确由苏州市常务副市长曹福龙组团参加，其它一些城市也表达了热切的参展愿望， 正在跟踪当中。
高科技公司方面，纳斯达克上市公司创博亚太科技(山东)有限公司已确认参展并将成为企业类赞助商，我们向中美300名以上高科技企业发出了参会的邀请，预计展会中预定展位将超过100个。

The first meeting of 2^nd JSUAA-US board started at 10pm EDT via skype. Mr. Xu Hongqing, president of the 2^nd JSUAA-US board called on the meeting and he suggested two things: 1. All board members try to participate the board activities, 2. We try to listen voices and accept suggestions from all alumni as many as possible but it is hard to implement all of them. Then the items listed in the agenda were discussed in order.

 

1.    President of the 1^st JSUAA-US board, Mr. Xu Jianzhong explained that the transition work from the 1^st board to the 2^nd one goes well and almost complete everything expect the final financial report waiting for the last check clear for Chicago reunion.

2.    Xu Jianzhong is also working on the news of JSUAA-US Chicago Reunion via media with help from Alumni Ye Yu, Zhang Qiao, Yuan Ju and Xu Hongqing.

3.    It is proposed to hold the regular board meeting in quarterly base and the third Saturday night in that month is preferred. A notice will be sent out about two weeks prior the meeting and a tentative meeting agenda will be sent to each member before the meeting from board secretary. A special board meeting can be called based on board members request for any special event or emergency. The biennial alumni reunion is the biggest event for every board. It is suggested to consider the location and time for the 3^rd alumni reunion from now.

4.    Mr. He Youzhi reported financial transition between the 1^st and 2^nd boards. Mr. Gao Lei suggested to introduce Amazon Ad into our home page of JSUAA-US website to gain some Ad fee as our group income. Our board members agreed that as an independent group, we do not have duty to host to visitors from Jiangsu University, however, we do encourage all alumni to try their best to support visitors from JSU.

5.    Mr. Jia Canchun will continue to manage our website. It is suggested to find one or two experts on IT area as the backup. The next job we need to do for website management is to renew our Bylaws in JSUAA-US.ORG.

6.    We will continue our bimonthly newsletter. Mr. Xu Hongqing suggested increasing one to two editors and ideally to have a younger generation be involved so we can hear the voice from different ages. Each editor can take charge in one newsletter in turn to reduce Liu Lier and Wang Lixin, the current chief editors’ work load. Gao Lei volunteers to be a new editor for our newsletter editorial board. As a platform for communication among all alumni, we would like to see more and more information about the daily activities from our alumni. All board members are asked to be more interested in the newsletter publication. The brief resume for each board member is planned to be published in the next newsletter.  

7.    Yao Xiaoxia and Rui Zhenhua will investigate the possibility to open a group account in an internet based site such as facebook or 5460.net so all alumni can communicate or visit it freely and regularly.

8.    Gao Lei, Wu Xiaosheng and Xia Zhaoqun asked to utilize every alumnus’ energy to develop our new alumnus network. Rui Zhenhua mentioned that facebook and linkedin are good tools to have more alumni join our organization. He Youzhi also friendly remind us to check the invitation carefully before you register to a new group.

9.    He Zhaoming and Lin Shengming will be the window to deepen the information, scientific and technical exchange between Jiangsu University and JSUAA-US. Not only the alumni in universities but all other areas including industries are welcomed to go back to Jiangsu University for special visit, lecture or possible mutual cooperation. So far many alumni like Zhu Heping and Ni Chaoying have done great job to support the students from JSU studying in USA. Xu Hongqing urged that it is better to go through JSUAA-US if any alumnus plans to visit JSU for lecture, research or other special visit.

10.  He Youzhi also suggested asking Xu Jianzhong to consult the next reunion preparation from now.

各位校友：

 

在众多校友期盼和支持下，江苏大学美国校友会于2011年5月27日至29日在芝加哥如期举办了第二届联谊会。参加这次聚会共有71名校友和家属，其中江苏大学的校友46名，具体参会校友名单请见报到登记表。从5月27日激动人心的报到，5月28日上午芝加哥经典建筑观赏游船、密西根湖畔的沙滩野餐、世纪公园的雨中漫步、以及耳目一新的正式晚宴，到5月29日不到两个小时的让人感到言犹未尽的正式会议和中式午宴，短短3天不到的时间给我们留下了无数个美好记忆。相关照片已上传到网上（集体照、一日游、正式会议）供大家浏览或下载。

 

有关这次活动的财务结算工作也已完成。会议共收到会务费5335美元，捐款974美元，实际支出 6051.30美元，不需校友会800美元补贴就能略有盈余。这个好于预期的结果主要来自于取消了第二辆旅游车以及其他点点滴滴的精打细算，详情请见财务表。

 

最后，我代表第一届理事会全体成员再一次感谢两年来对校友会一直关注和支持的校友、以及参与这次活动筹备工作的所有校友！

第一届理事会总结报告

各位江苏大学的美国校友：

 

两年前，在华盛顿DC举办的第一届联谊会上，我们提到过成立校友会的宗旨，那就是：促进校友之间的联系和沟通、加强校友和母校的交流。两年来，我们第一届理事会的全体成员，在众多校友的支持下，根据这个宗旨，做了不少努力。今天，我代表理事会向全体校友汇报如下：

 

第一、  加强校友和母校的交流

１）返校访问、交流和合作

校友会在倪超英理事的协调下，组织了两个返校访问团得到了非常好的反响。第一个访问团在２００９年１２月成立，由张璧、成志清、徐洪庆、汪立新、刘跃共五位校友分两批成行。张璧、成志清校友均接受了母校兼职教授的聘请，为相关学科的师生作了精彩的专题学术报告，同时张璧、成志清还代表美国校友会，参加了江苏大学第一届董事会成立大会，并为美国校友会带回了江苏大学的董事聘书。徐洪庆、汪立新、刘跃一行得到了袁寿其校长、孙玉坤副校长、发展办、国际处、人事处、科技处和相关学院负责人热情接待，并以座谈会、讲座的形式与母校相关领导和师生作了广泛的交流。第二个访问团在２０１０年６月成行，郑锡忠、刘跃、王明霞、贺照明共四校友分别访问了母校。其中郑锡忠校友还作为第七届国际数值计算分析年会的执行主席，在我们的母校江苏大学，成功地举办了这届２０１０年的年会。刘跃作为母校数学系的兼职教授，一如既往，利用暑假时间，与母校相关师生进行科研合作。为注册会计师的王明霞给母校商学院的师生介绍了会计税务方面的教育和就业的经历， 以及大型国际企业税务方面的实际运作，这些难得的信息让参加讲座的师生为之一振。贺照明几乎化了两个月的时间，和母校几个院系合作，为母校筹备创建一个全新的学科――生物医学工程。除此之外，刘举华、薛红、倪超英、许建中、袁菊等校友也到过母校作过交流或访问。

２）为母校青年教师提供来美深造机会

美国的校友都非常关心母校的师资建设。不少在美国大学或研究机构工作的校友为此作了可圈可点的努力。刘跃校友成功地帮助一位母校数学系的一名青年教师申请到了美国国家基金，来德克萨斯大学作短期深造。倪超英校友为母校材料系的一名青年教师提供了访问学者的机会。朱和平校友也为两名母校教师提供了全额资助来美进行合作研究。沈杰校友也有计划到母校招收力学方面的研究生。

３）牵线搭桥，为母校在美国扩大影响

倪超英校友为母校与美国特拉瓦大学校际合作作了大量工作，安排接待了袁寿其校长一行四人访问团和李萍萍副校长一行三人访问团分别与美国特拉瓦大学举行校际合作会谈。倪超英会专门给大家介绍。徐洪庆校友为母校引荐了一名“千人计划”的高级人才。此外，张益波、陆依晨为母校引进人才提供过帮组。薛红、高磊、郭永宏等校友也为母校国际学院来美国招生宣传尽过力。２０１０年８月，通过倪超英和徐洪庆的精心安排，美国校友会于马里兰州接待了江苏大学赴美干部培训班１７名中层干部成员，参加欢迎接待的有袁靖宇、徐洪庆、许建中、耿征、谢嘉红、陆依晨、吴道平、董先海共8位校友。会上许建中代表校友会接受了培训班赠送的江苏大学校景纪念品。今天，我们会把这个珍贵礼品转赠给一位校友――贺照明。贺照明为母校从事的生物医学工程学科创建工作，其意义重大、任务也相当艰巨。我们以此鼓励！同时也希望大家能以贺照明等校友为榜样，继续的关注母校发展，争取为母校发展多做贡献。

 

第二、促进校友之间的联系和沟通

促进校友之间的联系和沟通是校友会首要任务。为此，第一届理事会做了如下几个方面的工作：

１）        网站建设

理事贾灿纯主动承担了几乎所有的技术工作，我非常清楚这项工作花费了他多少精力，因为，仅仅我本人就给他发过不下三张Wishlist或Buglist。我们这个网站也许称不上超一流的网站，但是，绝对是我们校友间不可缺少的平台。到今天为止，我们主页的访问次数已经超过三万。不少失散北美各地多年的校友就是通过这个网站与我们取得了联系。这里我要专门说明一下，这个网站，就像我们江大人一样，表面上朴实无华，但是细看一下，就会发现其功能相当强大，发布、博客、讨论、影集等等，一样不少。希望大家抽空试试，在上面根大家分享你认为有意义的信息。

２）        校友会正式注册

常务理事兼财务总管刘举华负责该项工作，其中，在俄亥俄州政府注册、及联邦税务局免税申请等工作，主要依靠辛杨珍校友完成。整个过程非常漫长，从2009年10月19日开始，到2010年11月5日才得到IRS 501(C)(4)批文 。辛杨珍是我们热811的校友，她有自己的税务公司要管理，平时非常忙，这次无偿为校友会注册申请花费了大量的时间，最可贵的是她愿意为我们校友会无偿提供今后每年的税务申报工作。

３）        校友通讯

到目前为止，我们已经发行了六期通讯，参与投稿的校友越来越多，读起来一期比一期更有吸引力，来自校友的好评也是越来越多。能取得这样的成功，除了众多校友的支持外，主要应该归功于王建定理事、刘丽尔校友、以及汪立新校友三人。

４）        地区性聚会

据不完全统计，在过去的两年内，美国校友会有过四次地区性聚会。２００９年１１月，德克萨斯州校友的校友举办一个德州地区的校友聚会。到会的校友有贺照明、刘正英、许志刚、徐国才、夏兆群、张建芳，以及东道主刘跃、刘丽尔。２００９年１２月，加州洛杉矶地区的校友举行了一个小型聚会，到会的校友有芮春雷、薛宏、朱敏雁、宋国杰、凌峻和刘丽尔。２０１０年００月，东部地区的部分校友也有一个热闹的聚会，到会的校友有徐洪庆、谢嘉红、邢丽莉、姚晓霞、陆依晨、周家春、王建定、郑锡忠、顾克明、卢清华、以及东道主倪超英。２０１０年１１月，明尼苏达及周边地区的校友也举办了一个小型聚会，到会的校友有吴晓生、蔡蕾、葛芚、汪立新、岳国金、蔡雨湄、张乔、以及东道主宋殳、许建中。

５）        会员发展

迄今为止，我们已经有217位在册校友，最主要的是，我们与其中绝大多数校友有了电话联系！袁菊秘书长为此付出了相当的努力，张乔、叶钰两位新校友在帮助校友网站注册工作中也出了不少力。

６）        第二届联谊会筹备

全国性的校友聚会是每届理事会的重大任务之一。今年这项光荣的重担落到了芝加哥的梁式华和梁玲两位校友肩上。为了找到一个既大方又实惠的聚会场所，梁玲实地考察了不下四家宾馆，把我们开始的每间１００美元的房价减到每间７５美元，晚宴地址她也考察了不止三家。梁式华为我们精心策划了芝加哥游览方案，为租到合适的旅游包车联系了好几家公司。另外，在前期活动宣传联系工作期间，校友王明霞、汪立新、夏兆群、范向阳、高磊、陆依晨、以及现任理事会成员和不少其他热心校友的共同努力下，我们几乎与所有在册校友都进行了电话联系。倪超英理事为校友会章程广泛收集整理了修改意见，袁菊秘书长为新一届理事会成员候选人提名工作付出了大量的时间，这些努力都将为我们校友会健康发展提供保障！　

 

各位校友，校友会是一根把大家联结在一起的纽带。这根纽带本身没有形状、没有颜色，不会像铁链一样有约索力。要使得这根纽带具备足够的韧性和凝聚力，需要更多校友的智慧和付出。我希望大家能以我们第一届理事会为榜样，像第二届理事会成员一样，轮流来编制这根纽带，让她更强更壮！

2、引进待遇

（1）全职全时工作的三年聘期内，江苏省为自然科学类、人文社会科学类江苏特聘教授分别提供100万元人民币/人、50万元人民币/人的科研经费。我校提供不低于省标准的科研经费。

（2）江苏特聘教授聘期内享受由江苏省提供的每人每年12万元人民币奖金（免征个人所得税），以及学校按教授标准提供的工资、校内岗位津贴、购房补贴、保险、福利等待遇。

（3）根据需要，为江苏特聘教授配备若干学术骨干。

A special board meeting was started  at 9:00 PM on Friday, May 20, 2011. The major topics are focused on 2011 Chicargo Reunion:

1) Budget of 2011 Chicago Reunion - Jianzhong Xu presented the Budget Plan  to the board. The estimated total cost is $6,926. Based on Event Registration Fee of  $85 per person, the estimated total registration fee from attendees is $5,365. There is a deficit  of $1,600 dollars. After discussion, the board agrees to approve this budget plan. We may raise registration fee if needed. The association will contribute about the half of the deficit ($800), and the other half ($800) is expected to be covered by individual donation.
2) Reunion Meeting Agenda  –  The board finalized the agenda of the two hour reunion meeting on May 29, 2011, mainly based on Chaoying Ni’s draft. The details will be listed in the reunion flyer.
3) Bylaws Amendment – ARTICLE VI – AMENDMENTS  requires “the majority of board members are present”, which may be not so executable for JSUAA-US. Suggested requirements is “a third of the board members including the Present are present.”, as shown in the posted draft.
4) Yu Yuan is still working on nomination of the next board while she is on a business travel. She will finalize the list and provide a nomination process summary to the board.
5) Dress Code for the meeting: Business Casual.

MINUTES OF JSUAA-US BOARD MEETING, SATURDAY, MAY 7th, 2011

President Jianzhong Xu greeted the attending board members and called on the meeting.  

Board member Ni Chaoying presented the amendments to the by-laws.   The term limit changes and some grammatical ones have made carefully. The final version shall be submitted for voting at the 2nd JSUAA-US reunion in Chicago this month. President Xu Jianzhong recommended that future board members read the by-laws to familiarize themselves with the board member responsibilities. The board thanks Ni Chaoying for his hard work.

Secretary Yuan Ju presented the tentative new board nominee list. Careful considerations have been given to form the next board with the combination of the current board members, new members, also new members from the formal Zhenjiang Medical College and Zhenjiang Normal School. More discussions will be conducted within the board and the final list will be presented for vote at the Biennial Reunion.

Alumna Liang Ling join the meeting to give a brief report on the hotel arrangements she has worked on and garnered for the upcoming reunion. The deadline for the very attractive rate with many amenities is May 15th. A note will be sent out to the JSUAA-US to remind everyone of the sign-up deadline. More discussions were given also on the restaurant booking and menu selection. Liang Ling will help with the details. The board thanked Liang Ling for her hard work.

Treasure Liu Juhua reported JSUAA-US account carries the balance of $1464.13. Donations received so far totals $1570.00. Liu Juhua reminded everyone the importance of the fundraising, which could help subsidize some necessary JSUAA-US activity expenses. Everyone is encouraged to help. Liu Juhua stated that JSUAA-US perhaps look into  other ways to raise money.

There being no further business to come before the Board, the meeting was adjourned at 10:42 p.m. Central Time.

90刀买来的apple tv 2，完全超越原来的预期价值，原因如下：

1. Airplay ipad和iphone上的视频到50寸的电视，app下的视频放到电视上，看着大就
是爽～～

2.Itune上的音乐直接无线stream到家庭影院上，这个是我买apple tv的初衷，毕竟一
个airport express实现相同的功能也要30-50刀。充分利用了几千刀的音箱，而且
iphone可以当遥控，厨房做饭的时候可以远程控制音乐。

3.看Apple的电影和电视trailer。原来很喜欢mb上的这个功能，可以一下子预览很多电
影，然后记下自己想看的片子。现在有个apple tv，就不用再在小白本本上看了。

4. netfix看电影。这个虽然家里的ps3也有这个功能，但是apple tv的remote控制比
ps3的手柄要好很多阿。

5.接下来是jailbreak后（十分钟到半小时），超越我预期的强大功能：
xbmc 这个加装软件基本上是boxee背后的架构。原来一直想要不要如一个boxee的，不
想200刀boxee box的功能让90刀的apple tv全实现了。

最强大的当然是stream电脑nas或者外置硬盘上的所有电影到家庭影院上。ps3我一直在
折腾，但是那个难。xbmc实现这个功能轻而易举，几乎支持所有格式，steam基本都不
用等待开始播放。

然后，无限多的xbmc的addon apps，从cnn到cnet,从百度音乐到yahoo mtv，更有免费
xx频道？！

可以观看以下中文内容，几乎让apple tv达到了HTPC才能达到的功能。看到电视上放星
尚频道直播时候那个激动阿！

Lytro发布“光场相机” 或将颠覆摄像产业格局

【搜狐IT消息】来自国外媒体的报道,美国Lytro公司日前宣布其发明了一种“革命性”的照片捕捉成像技术，将能够极大 改变现有摄影技术的面貌，甚至能够颠覆整个摄像领域的格局。该公司目前已获得来自NEA、K9风投、Greylock Partners和安德森·霍洛维茨基金（Andreessen Horowitz）总计5000万美元投资，打破了此前由Color公司保持的4100万美元纪录。

　　Lytro公司日前表示这项拥有革命性拍照技术的“光场 (light field)相机”将能够使用户在拍照结束后改变焦距进行再对焦，并能够获得完美照片效果。一个设备拍摄一次，就可以捕捉到一副图片的整个光场，而不仅仅 捕捉到一片光线。这种相机的工作原理是在利用镜头拍摄图片的同时捕捉到整个背景光场（光场是指在每一个方向照来的每束光线）。用户在扑捉到拍摄瞬间的整个 光场后，人们便可以事后在所得照片上随意改变焦点，移动视角，甚至将照片转为3D显示。这也就是说，使用Lytro的相机，用户可以真正地捕捉那个瞬间的 全部影像，或捕捉到可以代表那一刻的所有光线。

　　事实上，Lytro公司已经在该领域研究了多年时间。在三年前，我曾有幸采访到了Lytro公司CEO Ren Ng博士，在那个时候他就已经在斯坦福大学开始了在这个领域的研究。

　　可以预见的是，如果Lytro公司真的推出这样一款全新相机，将无疑对摄像领域造成极大冲击，原有的摄像设备甚至会面临淘汰的命运。

　　当然，Lytro公司推出这样一款产品也伴有自身的风险。在我看来，Lytro的风险主要来自三方面。

　　第一， 业内竞争激烈。随着数码摄像机在近年来的不断兴起，越来越的设备生厂商都瞄准这块蛋糕期待分得属于自己的一杯羹。同Lytro一样富有创新精神的厂家也不 在少数，比如推出了高清防抖摄像机的Gopro公司。当然，那些已在业内树立了自己良好口碑的公司也同样是Lytro的竞争对手，他们最大的武器就智能手 机摄像头，并有着极高的市场占有率及方便的网络连接，单是这一点恐怕就能杀Lytro一个措手不及。

　　第二， 光场技术自身短板。光场技术的工作原理是在利用镜头拍摄图片的同时捕捉到整个背景光场。但在扑捉光场的同时，其多层对焦图片的分辨率多少会作出一些牺牲。 所以，Lytro在发布这项全新拍照技术的同时，必须向消费者证明在随意改变焦点的情况下，图片分辨率将依然出色。

　　第三， 实用性。Lytro这项技术固然出色，但在使用体验上消费者未必会买帐，Lytro恐怕需要在发布后向消费者详细说明照片受其处理方面的使用教程。除此之 外，Lytro此次主打的“Living photo”功能将使得以后用户上传的照片不再是常见的JEPG格式，用户也许将必须安装“Flash Player”才能读取图片，这对于iOS设备的用户来说可不是一个令人振奋的消息（苹果产品不支持Flash）。

　　目前，Lytro还未发布该光场照相机的成品，但Lytro已表示“便携式光场相机设备”将会在年内推出，并选择一个受竞争力的价格面世。（凯文）
